What it is for (pin metacam-add-toolpath-walkthrough): the operator drags pierce+lead+start as ONE handle, wirejoint riding along; every safety rule still applies to a forced start (pin tooling-doc-model). This is the engine-side seam the live drag UI will call per mouse position.
Contract: check_drag(prims, overrides, material, ...) → {findings, dragged, dragged_findings}. Judged: comp side, tabs/traffic, cut-after-severed-outer, pierce clear-air. Severities remain the PROPOSED table awaiting Jordan.
