Ruling (Jordan, 2026-08-31 — his test question, our articulation, his 'yes'). The function every true-nest layout is derived from and judged by:
- Objective: material consumed per part over the full repeating cycle — part outline + ruled gap + lead/pierce envelope — measured on true outlines, never assumed.
- Constraints: every always-apply rule (lead length, pierce clear-air, gaps, cut-order safety, margins) — see no-rule-dropping-to-beat.
- Structure: tiling regular enough that each orientation is ONE array = one macro = one editable value (nest-alt-two-true-nests), and one consistent pattern for the human at the breakout table.
- Delivery: the stats/sheet record the candidate units considered (orientations, pairings, phase shifts) with their per-part consumption beside the winner, so the economics are auditable on arrival.
Engine home: the unit-cell search machinery (mini-nest pair measurement, alt_flip tuck offset when built) implements the objective; fill_y_first implements the structure. First delivery carrying the candidates-rejected economics: next nest build.
